In the spring of 2011, CNA established the independent National Expert Commission with the goal of discovering the most efficient, effective and sustainable ways to meet the changing and pressing health needs of Canadians in the 21st century in advance of the 2014 renewal of the Canadian Health Accord. The commission was composed of leaders in nursing, medicine, business, law, academia, economics and health-care policy; this diverse group was tasked with developing recommendations to guide CNA’s work in transforming the health-care system.

- Using the Triple Aim Framework, developed by the Institute for Healthcare Improvement, the National Expert Commission applied the themes of better health, better care and better value to their work. This approach also led to the development of three separate resources, addressing each of the aims:
